Could Rwanda be Arming Burundian Refugees to Topple Nkurunziza's Regime?

That Rwanda is meddling in Burundi's internal affairs including arming Burundian refugees currently in Rwanda with an aim to overthrow the Bujumbura administration is an accusation filling the air these days. Kigali through the words of the President has termed such accusations childish and in the name of Foreign Affairs Ministry, argued that the crisis in Burundi has escalated due to impotence of the international community (whatever that is). The African Union (AU) remains tight-lipped even as such accusations fly on its face. If the accusations are true, obviously the consequences could be unimaginably dire.

But all these accusations are but positive assertions through statements read by foreign states and the UN. The threshold of proof is obviously higher and the burden lies with whoever is making the allegations, Kigali will from a safe distance and comfortably continue dismissing such allegations as as unfounded. The Kigali administration can actually tilt such into a fortune by seizing the moment and deploying it to boost its global visibility. It often works. May be we need to employ negative case analysis. In that regard the question then should be why would Rwanda not want to meddle in Burundi's internal affairs? In other words, what would prevent Rwanda from meddling in Burundi's internal affairs?
