Of Museveni and "Kenya's Victory" Over the ICC


President Yoweri Museveni of Uganda is well known, not only for wanting to rule Uganda forever but also for being outspoken especially on global and African issues. Some thought he would move right into the late Gaddafi’s shoes. In many ways he has not but Uganda's strong man has had a lot to say especially on international justice regime. I have a collection of quotations from him on international justice. I was going through them and thought of just sharing two of them especially now that the President of Kenya and his Deputy plus a section of Kenyans plan to celebrate their big “win” against the International Criminal Court (ICC) tomorrow in a rally at Afraha stadium.

In his first address to the Heads of State and Government of the Organization of African Unity (OAU) in 1986 Museveni stated and I quote: “over a period of 20 years three quarters of a million Ugandans perished at the hands of governments that should have protected their lives. I must state that Ugandans felt a deep sense of betrayal that most of Africa kept silent … the reason for not condemning such massive crimes had supposedly been a desire not to interfere in the internal affairs of a Member state, in accordance with the Charters of the OAU and the United Nations. We do not accept this reasoning because in the same organs there are explicit laws that enunciate the sanctity and inviolability of human life.” end of quote.

But the same Museveni, on the 24th September 2013 while addressing the UN General Assembly said and I quote: “The latest manifestation of arrogance is from the ICC in relation to the elected leaders of Kenya. Many African countries supported the setting up of ICC because we abhor impunity. However, the ICC in a shallow, biased way has continued to mishandle complex African issues. This is not acceptable. The ICC should stop. Our advice to them is from very capable actors who know what they are doing and saying. Kenya is recovering. Let her recover. We know the origin of the past mistakes. The ICC way is not the right one to handle those mistakes.” end of quote.

I leave it at that and wish those in Kenya who are celebrating good celebrations indeed.

  1. You know what... You should allow President Museveni his rightful place to make his speeches. Were there not true romours that he actually sent his forces in Kisumu to terrorize the innocent Luos? It is therefore in his interest that the case on Kenya ends and ends completely otherwise he could be mentioned as an accomplice.
